Parveen Amanullah was a distinguished Indian public servant and politician who made a significant impact during her tenure as the Cabinet Minister for Social Welfare in the Government of Bihar from 2010 to 2014. Her career was marked by a commitment to transparency, accountability, and social justice, which she pursued both as a minister and a grassroots activist.
Born in 1958, Parveen Amanullah came from a family with a strong background in public service. Her father, Syed Shahabuddin, was a respected diplomat and Member of Parliament. She was married to Afzal Amanullah, a senior officer in the Indian Administrative Service (IAS). She received her education at St. Joseph’s Convent in Patna and later earned a Bachelor of Science in Botany from Miranda House, University of Delhi.
Before entering electoral politics, Amanullah was a prominent figure in civil society. She co-founded the Humlog Trust in 2002, an organisation dedicated to promoting social harmony and citizen entitlements. She was also a leading RTI (Right to Information) campaigner in Bihar, serving as the convenor of the Bihar Right to Information Manch. In this role, she gained recognition for her relentless pursuit of accountability, filing over 600 RTI applications to ensure the delivery of public services, particularly in areas such as health and education. She was widely recognised for her efforts in protecting and assisting other RTI activists who faced harassment, and she fearlessly challenged the inefficiencies of the State Information Commission. Her pre-ministerial activism earned her a high-visibility profile, including a cover story in a prominent national magazine.
In 2010, Amanullah was elected as a Member of the Legislative Assembly (MLA) from the Sahebpur Kamal constituency on a JD(U) ticket. Soon after, she was appointed the Minister for Social Welfare under Chief Minister Nitish Kumar, becoming the first Muslim woman to hold a ministerial position in Bihar. She quickly gained a reputation as a “no-nonsense” minister. Her tenure was defined by a vigorous drive for accountability and reform. She launched surprise inspections and raids on approximately 80,000 Anganwadi centres across the state to tackle absenteeism and leakage of funds, aiming to streamline the delivery of integrated child development services. Her zero-tolerance approach led to the suspension of more than 100 Child Development Project Officers for irregularities, a move that drew both public praise and bureaucratic pushback.
Beyond her administrative reforms, Amanullah was a vocal advocate for the rights of women and children. She publicly led campaigns against social ills such as child marriage and domestic violence, using her ministerial platform to raise awareness and promote behavioural change. Her work garnered international recognition when she was chosen as India’s sole representative at the G20-linked “Social Protection” conference in Moscow in October 2013, where she presented Bihar’s innovative social protection strategy on a global stage.
Despite her impactful tenure, Parveen Amanullah resigned from her ministerial post and left the JD(U) on February 4, 2014, citing her inability to work within what she called “the present system.” Shortly after, she joined the Aam Aadmi Party (AAP) and contested the 2014 Lok Sabha elections from the Patna Sahib constituency against veteran politician Shatrughan Sinha. She passed away on October 1, 2023.
