Masuma Begum

Masuma Begum (8 October 1902 – 2 March 1990), sometimes recorded as Masuma Hosain Ali Khan, was a formidable Indian politician, dedicated social worker, and pioneering feminist from Hyderabad who left a lasting legacy of public service and women’s empowerment. Her work significantly shaped the political and social landscape of post-independence Andhra Pradesh.

Her political career, rooted in the Indian National Congress, saw her elected to the Hyderabad State Legislative Assembly in 1952 and re-elected to the newly formed Andhra Pradesh Legislative Assembly in 1957. Her political acumen was recognised with her appointment as the Minister for Social Welfare and Religious Endowments for Andhra Pradesh, a cabinet position she held from 1960 to 1962. While she was a major force in state politics, research indicates she did not serve as a Member of Parliament in the national Lok Sabha.

Parallel to her political life, Begum was a relentless champion for women’s rights. A stalwart of the All India Women’s Conference (AIWC) from 1927, she rose to become its president in 1962. Through this influential platform, she passionately campaigned against the restrictive purdah system (the seclusion of women), advocated for girls’ education, and fought for women’s inheritance and property rights. Recognising the specific needs of her community, she founded the Anjuman-e-Khawateen in Hyderabad, an organisation focused on the educational advancement of Muslim women. Her social activism also extended to work with the Red Cross and the Lady Hydari Club.

Born into a prominent family, her father was Khedive Jung Bahadur, a bureaucrat in the Hyderabad state. She was married to Professor Hosain Ali Khan, a distinguished academic and principal at Osmania University, whose progressive outlook supported her public endeavours.

In recognition of her profound contributions to social work, the Government of India awarded Masuma Begum the prestigious Padma Shri in 1974. She is remembered as a courageous trailblazer who fluently used her voice in English, Urdu, and Persian to challenge patriarchal norms and dedicate her life to creating a more equitable society. Her legacy endures as an inspiration for women in politics and social reform across India.
